- All students are required to take the NCLB test series in reading and mathematics.
- Schools and districts must have a 95% rate of participation across all tests.
- The number of students tested is divided by the number of students enrolled during the test window.
- 95 students tested divided by 100 students enrolled = 95% participation
- Student enrollment is based MARSS data as of the July 11, 2007 statewide submission.
- Students are attributed to schools and districts according to the MARSS enrollment records for April 16 through April 27, 2007.
- If students are enrolled in two different schools during the test window all schools and districts serving the student during the test window are responsible
- Students enrolled in MARSS who didn’t test are counted as NOT participating.
- Students who took a test but were not in the MARSS enrollment system are not included in either participation or proficiency counts

Participation Groups
All students enrolled during the test window are counted in one or more of the groups below. Groups of at least 40 students must have a 95% participation rate. Smaller groups are not evaluated.

- American Indian
- Asian
- Hispanic
- Black not of Hispanic Origin
- White not of Hispanic Origin
- Limited English Proficient
- Special Education
- Free and Reduced Price Lunch
