December 2007 - Health insurance costs continue to challenge budgets - Statewide, public school health insurance costs are increasing at more than 7 percent a year and make up more than 7 percent of a district’s general fund budget, AMSD Connections (pages 2-3).

Health Care (the major issue causing benefit costs to soar) may well be the runaway train in the U.S.. Nationally, health care expenditures as a percentage of the gross domestic product accounted for 16% of the U.S. gross domestic product in 2004 and continue to rise.
