Moving Targets

No Child Left Behind lets each state establish its own definition of "proficiency" — the target that must be reached by 2014.  Minnesota has defined proficiency as 100% of students scoring at or above Achievement Level 3 on the MCA's. 

Achievement Levels

MCA-II results are reported in four different achievement levels:

Level 1- Does Not Meet the Standards
Level 2- Partially Meets the Standards
Level 3- Meets the Standards
Level 4- Exceeds the Standards

The goal of the AYP system is to have all students doing solid grade level work as measured by all students scoring at or above Level 3 on all assessments by 2013-14.

Proficiency Targets

Minnesota students took the MCA-II for the first time in school year 2005-2006. New index targets were generated using the first year MCA-II baseline data.  The targets were then held constant for the 2005-06 and 2006-07 school years. Beginning in 2007-08, index targets increase annually in equal increments. All schools must reach the goal of 100 index points by the year 2013-14.
