Sparsity & Transportation Sparsity Revenue

Provides additional funds for students in necessarily small and isolated schools (where transportation costs make consolidation cost-prohibitive). Sparsity is calculated differently for secondary and elementary schools:
  • Secondary sparsity formula - Takes into account a secondary school's enrollment, distance to the nearest secondary school, and the geographic area of the school's attendance area.

  • Elementary sparsity formula - Provides additional funding for elementary schools that average 20 or fewer pupils per grade and that are 19 miles or more from the nearest elementary school.

  • Transportation sparsity revenue - Provides districts with additional funding based on the number of pupil units per square mile in the school district.

Districts that are relatively small in enrollment and large in geographic area tend to have the largest sparsity and transportation sparsity allowances.

The Minnesota Department of Education provides additional information on issues related to transportation.
