Education finance bills are heard first in one of the above divisions before being referred to the umbrella Senate Finance Committee, which becomes important later in the session (mid-April). Jurisdiction: The Committee on Finance has jurisdiction over all bills appropriating money, or obligating the state to expend money, or establishing a policy that to be effective will require the expenditure of money, and Confirms the Commissioner of Finance.
