Learner Component

Student enrollment and the needs of learners drive school district costs. These costs can vary between districts in a variety of ways, including:
  • Economies of scale,
  • Increasing/declining enrollment,
  • Learner needs, and
  • Mobility (within and between school districts)

Enrollment refers to the number of students in a school district. Average Daily Membership (ADM) is used to determine state payments to districts. ADM and Pupil Units (also called weighted ADM or WADM) are calculated based on the year end data reported by school districts (More).
