The first spending targets are set by the House and Senate leadership in late February or early March immediately following the release of the February Forecast. The Finance Divisions of both bodies must then work within their respective spending targets to develop the companion bills.

Once the committee deadlines have passed in mid-April and the conference committees have been determined, the House and Senate leadership set the "Joint Spending Targets" for the conference committees to work within.

These spending target decisions set the parameters for providing sufficient and predictable funding for Minnesota public schools.
