Several factors have contributed to the increasing demand for local levies, including Flat State Funding in the context of Rising Costs.

From 1980 forward (with two exceptions prompted by tax shifts), revenue raised through voter-approved referendum and the percent of districts with voter-approved levies has increased each year. Since 2005, 87% of districts have had referendum authority in place. As Vote-Yes committees work to provide accurate, timely information, it's important to help the local community know they're not alone.
