AYP Basics
Schools and Districts

  • Schools and districts serving public students are included in the NCLB Federal accountability system.
  • Some schools or districts with special programs are required to test students but their results are only included in state level accountability reports.

Four Part Accountability

NCLB Federal accountability is based on four components:

  • Participation: 95% of all students enrolled must participate in the NCLB tests
  • Proficiency: All students must be on track to be proficient by 2014
  • Attendance: Elementary, middle/junior high schools and districts need a 90% attendance rate
  • Graduation: High Schools and districts need an 80% graduation rate
  • Participation: 95% of all students enrolled must participate in the NCLB tests
    • All students are required to take the NCLB test series in reading and mathematics.
    • Schools and districts must have a 95% rate of participation across all tests.
    • The number of students tested is divided by the number of students enrolled during the test window.
    • 95 students tested divided by 100 students enrolled = 95% participation
    • Student enrollment is based MARSS data as of the July 11, 2007 statewide submission.
    • Students are attributed to schools and districts according to the MARSS enrollment records for April 16 through April 27, 2007.
    • If students are enrolled in two different schools during the test window all schools and districts serving the student during the test window are responsible
    • Students enrolled in MARSS who didn’t test are counted as NOT participating.
    • Students who took a test but were not in the MARSS enrollment system are not included in either participation or proficiency counts

    Participation Groups

    All students enrolled during the test window are counted in one or more of the groups below. Groups of at least 40 students must have a 95% participation rate. Smaller groups are not evaluated.

    • Asian
    • Hispanic
    • Black not of Hispanic Origin
    • White not of Hispanic Origin
    • Limited English Proficient
    • Special Education
    • Free and Reduced Price Lunch

    Proficiency: All students must be on track to be proficient by 2014
    • Schools and districts must be on track for all students to be proficient, meet or exceed state academic standards, in reading and mathematics by 2014.
    • Most students take the MCA IIs.
    • For some special education students, IEP teams may recommend the MTAS – Minnesota Test of Academic Skills in reading or mathematics. This is a new test option in 2007.
    • For some students with limited English proficiency, the MTELL – Mathematics Test for English Language Learners may be recommended. This is a new test option in 2007.
    • In 2007 only test scores that are noted as having a “valid score” are included.
    • NA and INV are not included in the proficiency calculations for 2007.

    Specific guidelines regarding which test is most appropriate for specific students are found in Chapter 7 NCLB Tests in the Assessment Procedure Manual (February 26, 2007)

    Proficiency Computation

    • Count the number of students approaching standards and the number of students meeting or exceeding standards.
    • Students who are Approaching Standards earn one-half point.
    • Students who Meet or Exceed standards earn one full point.
    • Students who are Not Meeting Standards do not earn points.
    • Points are totaled for each grade and subject and divided by the number of students to determine if the school is on track for 2014 when all students must be Proficient.

      Proficiency Groups

      • All students enrolled on October 1, 2007 with valid scores earn points in one or more groups below. Only groups of 20 or higher are evaluated.
        • All Students
        • American Indian
        • Asian
        • Hispanic
        • Black not of Hispanic Origin
        • White not of Hispanic Origin
        • Limited English Proficient
        • Special Education

      Attendance: Elementary, middle/junior high schools and districts need a 90% attendance rate
      • Elementary, middle, junior-high schools and some alternative learning programs along with districts are required to have an attendance rate of for all students at the site of:
        • 90% or higher for the 2005-06 school year
        • or show improvement of least .1% from the 2004-05 school year
      • Attendance requirements only apply to the “ all students group ”.
        Additional sub-group information is only used for Safe-harbor calculations.

      Graduation: High Schools and districts need an 80% graduation rate

      • All high schools and most school districts need a graduation rate for the 2005-06 school year of at least 80% …
        • or show .1% improvement from the 2004-05 school year.
        • Districts that do not graduate students use attendance
      • Students who graduate in 2006 are divided by the number of graduates plus drops from the three previous years in grades 9 (2004), 10 (2005) , and 11 (2006), and 12 (2007).

      Example
      100 students graduating and 25 drops
      Divide 100 by 125 = .80 graduation rate

      • All students in grades 9-12 combined are counted.
      • Only groups of 40 or higher are evaluated.
      • Graduation requirements apply only to the “ all students group ”.
      • Additional sub-group information is only used in “ Safe Harbor ”.
