Legislation passed in 2009 changed the requirements for the Minnesota School Report Cards. The legislation requires the Minnesota Departemnt of Education to:
- Display the growth measure released in December 2008 on the school report cards;
- Study additional indicators and subsequently collect data on indicators that relate to college and career ready coursework:
1. Identify schools making exceptional growth and applies to students in the 2008-09 school year and later;
2. Report on two core measures indicating the extent to which current high school graduates are being prepared for college and career and applies to students in the 2010-2011 school year and later;
a. A preparation measure indicating the number and percent of graduates who completed course work important for college and career readiness;
b. A rigorous coursework measure indicating the number and percent of graduates who successfully completed one or more Advanced Placement (AP), International Baccalaureate (IB), Post Secondary Education Options (PSEO) or other rigorous course of study.
Establishes a process for the commissioner and qualified experts and other stakeholders including parents and teachers to develop a model that projects anticipated high school performance on preparation and rigorous coursework measures and compares schools with similar schools. Causes the group to expire June 30, 2011. Effective following final enactment and applies to school report cards beginning July 1, 2011.
c. Report summary data on school safety and students’ engagement and connection at school beginning July 1, 2014, and applies to data that are collected in the 2012-2013 school year and later;
Establishes a process for the commissioner and qualified experts and other stakeholders including parents and teachers to: (1) identify highly reliable variables of student engagement and connection and (2) determine how to report student safety to comply with federal law. Directs the commissioner to submit one report to the legislature in 2010 on the two topics in paragraph (a) and a second, related report in 2013 on the content and analysis of and format for reporting collected data. Causes the group to expire December 31, 2013. Effective following final enactment and applies to school report cards beginning July 1, 2014.
- Requires the Commissioner of Education to report the organizational and curricular practices of schools that demonstrate medium and high growth and applies in the 2011-2012 school year and later.
