House E-12 Education Policy Interim Subcommitees

School Accountability
This work group will focus its attention on Minnesota's School Performance Report Card.  The 2007 E-12 Omnibus bill authorized the creation of the School Performance Report Card Advisory Group to consider how to "fully, fairly and accurately report student achievement" on school report cards.  While funding to convene this group of experts and stakeholders was not signed into law, our E-12 work group will consider whether the current school report card can be improved.

Alternative schools
The goal of this work group will be to study Minnesota's alternative schools and how the success of these schools is measured.

The work group will look at who enrolls in alternative schools, and what data we have the educational outcomes of these students.  It will also consider how the success of alternative programs is defined and measured. 

The focus of this group will be on the at-risk students served by alternative programs.  Therefore the group may also want to consider outcomes for at-risk students enrolled in other settings, including charter schools.

High School Redesign
This work group will consider efforts to align of Minnesota high school expectations to post-secondary success, calls for more rigorous high school coursework, and high school redesign efforts currently underway in school districts across the state.

Expectations and Accountability
Co-chairs: Senator Rummel, Senator Lynch

  • Take a broad look at the components of student success.
  • Ask how we align or bridge our work in the E-12 system with post secondary expectations.
  • What are the indicators that young people leaving our schools will have both academic preparation as well as the attitudes and skills to complete the college programs of their choice?
  • How accountable is our accountability system?

Achievement Gap

  • Examine ways to address achievement gap between different populations.
  • Examine administrative responses to the achievement gap.
  • Suggest potential legislative remedies to reduce the achievement gap.

Early Childhood and Learning Readiness
Co-chairs: Senator Bonoff, Senator Michel

  • Examine which programs are best preparing students for academic success.
  • Examine trends of which students are unprepared for academic success and why.
  • Review and recommend any different allocation of resources that would be necessary to prepare students for success.

Early Intervention & Literacy
Co-chairs: Senator Saltzman, Senator Olson

  • Examine the impediments to students learning to read.
  • Suggest potential legislative remedies to help students learn to read sooner
  • Are there ways to catch students who are falling behind earlier?
  • Are there ways to provide an intensive focus to improve reading skills?

Student Transportation
Co-chairs: Senator Olseen, Senator Hann

  • Examine the differing transportation needs across the state.
  • Examine overall student transportation policy and recommend any needed policy changes. 

Technology and Learning
Co-chairs: Senator Carlson, Senator Jungbauer

  • Examine overall technology needs across the state.
  • Are districts able to meet technology needs of students?
  • What impediments exist to providing technology needs of students?
  • Examine effectiveness of online learning programs.
