The Governor’s total budget cut, including unallotment ratification: FY 2010-11: $15.4 million and FY 2012-13: $1.349 billion.

The Governor’s K-12 supplemental budget proposal doesn’t technically cut education funding.  It doesn’t contain a direct cut to the basic per pupil formula, but it does “ratify” the property tax recognition and payment “shifts” the Governor did through unallotment last summer and extends those shifts trough the coming biennium.

Total payment “delay” to schools: $1.3 billion.

Other K-12 budget highlights: 

  • Operating budget reduction making permanent the FY 2010-11 unallotment for the Department of Education, affecting 5.7 Full Time Equivalent (FTE) positions and contracts for the Educate Parents Partners and salaries for kindergarten entrance exam program ($942,000 for FY 2012-13).

  • Perpich Center for the Arts.  Cuts total $440,000 through staff restructuring and 2.1 FTE position reductions.  He is also transferring $19 million from the Special Revenue Fund to the General Fund.

  • Expenditures:

    » Unspent Educational Planning and Assessment System (EPAS) funds are used to cover the costs of longitudinal data analysis ($591,000 FYs ‘11,’12 and ’13).

    » Teacher contract reporting: Funds will be used to integrate teacher collective bargaining agreement information, including settlement dates, salary, and fringe benefits cost into financial statements.  The information is required to be shared with the Department of Education ($20,000 FYs ’11,’12 and ’13).

    » Rulemaking: Funds will be spent in FY 2011, 2012, and 2013 for rulemaking costs related to academic standards and teacher/administrator preparation ($205,000).

    » Extended time formula change (affects FY 2011, 2012, and 2013): The $15,000 funding increase will allow districts to pay for extended-time programs in the current school year. The previous formula would allow districts to generate revenue even after the program was discontinued.
