Parent organizations should be credited with pushing the education funding target from the Governor’s initial package of $628 million to the final $800 million figure. By pushing legislation that would have funded a 5% annual increase on the general education formula and reinstating the special education growth factor (an almost $900 million funding package) the E-12 target rose above the level most education leaders thought possible when the 2005 session started.
